Israel and Cyprus are also interested in building a floating liquefied natural gas (FLNG) installation that will make gas exports more efficient, from Israel immediately, and from Cyprus in the future when it starts producing natural gas. The section is expected to be finished by 2023. The Greek power grid operator IPTO started construction between the Greek island of Crete and Greece's mainland. Parts of the cable are already under construction. Israel, Cyprus and Greece on Monday signed an initial agreement on laying the world's longest undersea power cable linking their electricity grids. The sections between Israel to Cyprus and Crete to mainland Greece would be about 310 kilometers in length.Īccording to the Israel's Energy Ministry, the subsea electricity cable would be the longest and deepest to ever be constructed, with a length of 1,500 km (930 miles) and a maximum depth of 2,700 meters. The longest section would be between Cyprus and the Greek island of Crete at about 900 kilometers (560 miles). The cable will cover three sections of the Mediterranean. In addition to the cable, the three countries have forced a regional energy alliance which also aims to explore and exploit natural gas resources. It would allow Israel "to receive electricity backing from the power grids of the European continent in times of emergency", said Israeli Energy Minister Yuval Steinitz. On the potential for gas imports to Cyprus, McPhie said the floating storage and regasification unit in Vassiliko is expected to become operational next year, with a potential capacity of around 2 bcm.Cyprus, Greece, and Israel pledged on Monday to build the world's longest undersea power cable and link their electricity grids. Greater energy efficiency and renewables are easing some of the pressure from air-conditioning. McPhie also underlined that “the deployment of gas resources from the Eastern Mediterranean is an important part of our diversification strategy that we’re working on at the moment.” He explained the trilateral memorandum could potentially increase volumes delivered to the EU from about 5 billion cubic meters today to 7 bcm by the end of the year, and double those volumes going forward. So far, Europe’s electricity systems are coping with the heat. Responding to a question in Thursday’s midday briefing in Brussels on the role Cyprus has to play in the Commission’s energy diversification strategy, McPhie said the memorandum “covers gas from any source in the region and that would include potentially those from EU states.” Commission spokesperson for energy affairs Tim McPhie said the memorandum of understanding signed between the EU, Israel and Egypt on transferring Israeli natural gas to Egypt, where it will be liquefied and transferred to the EU, could potentially include gas from member-states. ![]() ![]() Under martial law, military leaders assume executive, legislative, and judicial powers. What Happens When Martial Law is in Effect? Members work regular civilian jobs or attend school when they aren't deployed on missions. National Guard members are required to attend one drill weekend each month and an annual training period (usually 2 weeks in the summer). National Guard troops deployed to protests typically work under incident commanders of the local or state police. When a state governor deploys National Guard troops to assist with fires, the troops are under the command of local fire marshals. ![]() The National Guard serves as a backup, not a replacement, for civilian government. Mobilizing the National Guard is not a declaration of martial law. Over 1.1 million National Guard members have served overseas since the Septemattacks on the United States. The President can also deploy National Guard troops overseas. Under the Insurrection Act, the President can call upon (or "federalize") the National Guard to suppress a domestic rebellion or enforce federal laws. State governors can activate the National Guard during local or statewide emergencies like hurricanes, protests, and riots. Most of the time, the National Guard is under state control. In 2020, state governors deployed the National Guard to gatherings that protested police violence and to assist with COVID-19 relief.Įach state and the District of Columbia has its own National Guard, staffed by civilians who serve on a part-time basis. Government officials sometimes "Call in the National Guard" during civil unrest and natural disasters. Rather than resort to martial law, most states rely on emergency or police powers to protect public safety and quell civil unrest. Federal courts generally won't second-guess whether a state governor's declaration of martial law is necessary, but they will review whether state actions taken under martial law are constitutional. Typically, a governor's power to declare martial law originates in the state's constitution.īut even under martial law, state officials must comply with the U.S. Supreme Court has explicitly held that individual states have the power to declare martial law within their borders. Kennedy invoked the Insurrection Act in 19 to send federal troops to Mississippi and Alabama to enforce civil rights laws. §§ 251 to 253 (2020).) But federal troops deployed pursuant to the Insurrection Act are a supplement to civilian government, not a replacement. While lacking authority to unilaterally declare martial law, under the Insurrection Act the President has limited authority to deploy troops to suppress a domestic rebellion and enforce federal law. II, § 2.) But Congress regulates when and where the military can be used for activities, like civilian law enforcement, typically associated with martial law. Supreme Court decision clearly states who has the authority to declare martial law and under what circumstances.Ĭonstitutional law scholars who study executive power and the origin of martial law note that the President is the commander in chief of the military. The United States Constitution doesn't explicitly mention martial law. ![]() The federal government's authority to invoke martial law is less settled and has been used sparingly. Historically, state governors are most likely to declare martial law in cities and counties in their jurisdictions. Bush deployed the National Guard to help state and local law enforcement suppress riots in Los Angeles. For example, in the aftermath of Hurricane Katrina in 2005, federal troops used military helicopters to conduct search and rescue missions that local governments were unable to do themselves. Domestic military assistance supports, rather than supplants, civilian government. Federal and state authorities are much more likely to request "domestic military assistance," which is not the same as martial law. Since the United States was founded in 1776, government officials have declared martial law roughly 68 times.
